The targeted adjustment tool is useful because it allows you to adjust specific colors or tonal values without having to guess what they are. For example, say you want to increase the saturation of lake water in a photo. Lightroom has an HSL (hue, saturation, and brightness) panel to do this, but that water can be a combination of blues, greens, and purples. You can adjust those three sliders until you find the exact matches, or you can use the targeted adjustment tool and it will automatically adjust the constituent sliders to the right proportions. when necessary.
