As one might expect from the Electro Archon, the Raiden Shogun is an extremely powerful character who doesn’t have to be at a high level of Ascension to be useful. This is because she can facilitate Electrical reactions through her Elemental Skills. This means that even without being built, she’s still a good figure in your party. Of course, the stronger the Raiden Shogun itself, the more useful it is in completing higher level content.
The easiest way to make a character stronger, even without plowing to get an Artifact, is to level them up and their Talent. Unfortunately, the Raiden Shogun is upset in the way that a lot of Inazuma characters are where she needs the Guardian. In total, you will need 420,000 Mora, 46 Storm Seeds, 168 Amakumo Fruits, 18 Old Guards, 30 Kageuchi Guards, and 36 Reputation Guards. You can get the Storm Seed from the Lightning Manifestation at Peak Amakumo. This will also be where you find the Amakumo Fruit for the Raiden Shogun. So be prepared to plant a lot of purple wards when farming Raiden Shogun.
Raiden Shogun takes Melting Moment as her Talent ingredient. You can get Melting Moments from La Signora’s weekly Boss. She also picks up Light Books, which you can get from Violet Court on Wednesdays, Saturdays, and Sundays. Sadly, the Raiden Shogun also needs Guardians for his Talents. To fully level up a Talent, you need to prepare 1,652,500 Mora, 6 Melting Moments, 6 Old Guards, 22 Kageuchi Guards, 31 Famed Guards, 3 Teachings of Light, 21 Directions Guide to Light and 38 Philosophy of Light.
