Podesta told Reuters that Toyota could “stick with plug-in hybrids for a while, maybe longer than some other companies” before taking the next step with electric vehicles. That would at least partially align with the strategy Pratt discussed earlier, under which Toyota would develop a variety of technologies to reduce emissions for the time being.
Toyota has yet to reveal any details about its electric vehicle enhancement goals. The automaker’s final comprehensive summary of electrification goals for the United States hopes that 85% new car will have an exhaust by 2030—with battery- and fuel-cell vehicles making up just 15 percent by then.

That forecast could leave Toyota behind. EV sales have cracked 15% of the market in California, by 2022 and has broken 5% nationally. California plans to end sales of new gasoline and diesel cars, with the exception of some very efficient plug-in hybrids, by 2035.
Electric vehicles not required under Biden administration proposal EPA exhaust emissions rules for 2027-2032the next stage where new rules need to be drafted, but they could call for around 67% electric vehicle sales by the 2032 model year. Former Toyota CEO Akio Toyoda called last fall target of 50% electric vehicles by 2030″very difficult,” although some brands then aim to go all-electric in the market, if not globally.
