Traditionally, dodge and burn have been used for portraiture, but it is nothing more than a tool for shaping light, and therefore a technique that can be applied to any photo. including landscape photos. In this genre it can be used to emphasize detail, to isolate your subject, to add contrast, etc. Also, the more you practice, the better you will read the lighting in the scene.
