Excerpts:

Three tons of CO2 per year per capita

Climate researcher Hans Joachim Schellnhuber from the Potsdam Institute for Climate Impact Research (PIK) explains that if one were to apply one basic principle of justice, then each person would have about three tons of CO2 per year for them. used in the middle of this century. However, people in Germany are far from that.

Currently, each individual in this country emits about tens of tons of CO2 per year. People with higher incomes emit significantly more greenhouse gases. According to data from the “World Inequality Laboratory” Paris, many millionaires in Germany emit more than 100 tons of CO2/person/year. Worldwide, a few hundred thousand super-rich generate more than 2000 tons of CO2 per capita annually.

Whoever causes more emissions will have to buy the right

Schellnhuber therefore asked in an interview with ARD Magazine Panoramato introduce an individual CO2 cap and at the same time allow private trading of CO2 rights. “Everybody gets three tons of CO2 a year, but if you need more, you just buy it,” explains the climate scientist – from people consuming less.

According to Schellnhuber, this means respecting the three tons as a “planetary protection rail” within the framework of a free society, but at the same time accepting the delay that the market can provide. Because here there are two opposing property rights: the right to spend one’s money on something that is associated with high CO2 emissions, and on the other hand, the property right of all, which includes the fact that “we have a livable environment.” And there, the common good must be higher, Schellnhuber demanded.

To achieve an average of three tons of CO2 emissions per year, no one has to comply with this limit immediately. However, individual emissions will have to fall rapidly from now on – initially by 3 tonnes around 2030 and then to zero by the middle of this century.

In the view of climate researcher Schellnhuber, there must be radical clarity about what is needed to stabilize the climate. This also means being clear about what each individual must contribute. If you really take the climate crisis seriously and want to prevent global warming below 2 degrees Celsius, every citizen of the world will have three tons of CO2 per year by the middle of this century.

The idea itself is not new

In principle, the idea of a private emissions trading business is not new. The UK government discussed introducing personal CO2 certificates in the early 2000s, but later rejected the proposal. Climate researcher Schellnhuber was working on the concept at the time.

In 2009, he proposed the idea as chairman of the “Scientific Advisory Council on Global Change” to the federal government under Chancellor Merkel – but it was unsuccessful. “It was a missed opportunity,” said Schellnhuber today.

Scientists from several prominent institutions in the United Kingdom, Sweden and Israel wrote in a paper in the journal “Nature” in 2021. They argue that such a system would encourage behavior change. . Clear prices for emissions influence purchasing decisions and energy consumption. Also, he can raise awareness of the problem.
