The problem with using a full frame lens on a medium format sensor is that the normal image circle will not cover the entire sensor, resulting in unusable dark levels. However, the difference with tilt-shift lenses is that due to the tilt and shift function, manufacturers make them to have a much larger image circle in order to maintain full sensor coverage. meaning they can usually handle medium format sensors as long as you limit their movement a bit.
