Campaign to criminalize animal abuse in Chiapas, Mexico


The issue of animal cruelty in Chiapas, Mexico, has long been a concern of Animal Equality. In recent years, the situation has become more urgent due to the increase in cases of animal abuse, especially for horses, according to documents of undercover investigators.

The Urgent Need for Legal Protection: Tackling Animal Cruelty in Chiapas, Mexico

As an organization dedicated to protecting animals, Animal Equality has been closely monitoring the situation in Chiapas, Mexico. Last year, our investigators documented evidence of animal cruelty at a horse slaughterhouse in this state.

As shown by the footage:

  • Sick or malnourished animals are often unable to move and are subjected to cruel and inhumane treatment, such as being beaten with sticks or being hung on chains to suffocate while still conscious.
  • Horses are frequently electrocuted or by workers spraying them with pressure hoses to force them to move.
  • Inexperienced workers and a lack of veterinarian supervision often result in horses becoming unconscious before slaughter. As a result, some horses were shot multiple times in the head before being effectively stunned by sedation with a catch.
  • Following anesthesia, Animal Equality investigators found that slaughter was frequently delayed beyond the 30-second requirement under the Official Mexican Standard. Because of this delay, horses are often killed while still awake.

More than 130,000 supporters have signed a petition asking the US Government to take action by stopping the transportation and slaughter of horses from the United States to Canada and Mexico.

Animal Equality took action by presenting the findings to Mexican authorities. However, we are disappointed to learn that we cannot pursue legal action against animal abusers because Chiapas has not yet criminalized animal abuse in the state Penal Code.

Chiapas is currently the only state in Mexico that does not consider animal cruelty a crime. This means that animals are not protected by law and local law enforcement or animal welfare organizations cannot pursue legal action to bring perpetrators to justice.

For this reason, we are launching a new campaign to amend the Criminal Code of Chiapas and make cruelty to animals a crime. By supporting this change, we hope to send a strong message that cruelty to animals is unacceptable and will not be tolerated in Chiapas or anywhere else.

This initiative seeks to punish anyone who causes malicious injury or death to an animal by:

  • Causing death by any means prolonging suffering or causing suffering.
  • Slaughter of animals raised for food by methods other than those established in official Mexican standards and, where applicable, specific State or City standards.
  • Any mutilation, alteration of physical integrity, or negative modification of its natural instincts shall not be carried out with good cause and under the care of a qualified specialist or authorized person. technical knowledge.
  • Torture or mistreat animals for any purpose.
  • Do not provide veterinary medical care when required or determined by animal welfare conditions.
  • Anyone who performs the acts of zoophilia.
  • Any deprivation of air, light, food, water, space, shelter from the elements, medical care and appropriate housing, which, depending on the species, causes or is likely to cause harm for animals.
  • Leaving animals on public roads, vehicles, or buildings for long periods of time without food, water, and shelter.
  • Participate in, organize or promote, in any form, animal matches.
  • The penalty for any of these acts shall be between two and four years in prison and a fine of between fifty and three hundred days, in addition the person is obliged to repair the damage; which, where appropriate, should include necessary veterinary medical care, medications, treatments or surgical interventions, until the animal has fully recovered.

Those responsible for animal cruelty or cruelty will lose all rights to the animals they have held or protected.

If approved, more than 100 million cows, pigs, chickens and other domestic animals in Chiapas will be protected by law.

Animal Equality has taken an effective approach to ensure that the proposed criminalization of animal cruelty in Chiapas, Mexico is carefully considered by Congress. After Animal Equality calls on legislators to consider our proposal, it will be discussed and voted on in the committee.
