APAD to regulate ride-hailing providers passes the Land Public Transport (Amendment) Bill of 2023


The Land Public Transport (Amendment) Bill of 2023 passed in Dewan Negara today, passed unanimously after the bill was debated by nine senators yesterday, Bernama reported.

Deputy Transport Minister Datuk Hasbi Habibollah said the 2010 Land Public Transport Act (Act 715) has been amended to provide government decisions regarding the regulation of public transport services. transportation facilities, including the use of motorbikes in ride-hailing services.

“We are aware of the problem of manipulating the earnings of ride-hailing workers and this is also the reason the government decided to regulate the industry. Future, [related issues] will be administered by APAD,” he said in his closing remarks in Dewan Negara today.

The Commercial Vehicle Licensing Commission (Amendment) Bill 2023 was also passed, which aims to stipulate that ride-hailing vehicles that are means of transport must have an intermediary business license.

The Ministry of Transport has drawn up a draft curriculum together with the Malaysian Road Safety Research Institute (MIROS) for motorists calling to obtain an apprenticeship license. “One of the key areas that will be included is understanding the difference in risk as a [parcel] sender versus an average user,” said Hasbi.

Curriculum or syllabus may be provided by driving academies and ride-hailing providers, but this will be fully supervised and managed by the department of road transport (JPJ), according to Bernama.
