Happer and Lindzen’s Critical Comments on the SEC Rule – Did You Enjoy It?

Marcel Crok, co-founder of CLINTEL, an organization in the Netherlands, asked me to explain the US controversy over the SEC’s proposed climate change rule to a European audience. Both the rules and the argument are complicated, but I did my best. See the essay at clintel.org here.
At the heart of the controversy is the discrepancy between what Congress intends the SEC to do and what it is trying to do with the new rule. European governments combine their executive and legislative branches, making such a controversy less likely. I tackle the problem from that angle.
