An armed police officer involved in the Uvalde school massacre had the opportunity to shoot the shooter dead but missed the opportunity while waiting for supervision to allow, according to a new report.
Two teachers and 19 children die after the police waited more than an hour stormed into Robb Elementary School when Salvador Rolando Ramos opened fire on May 24.

The 26-page report is based on school footage, police cameras, statements from officers at the scene and statements from investigators.

“Effective incident orders” appear to have not been established between the various emergency services that responded, the report revealed.
The massacre has become the deadliest school shooting in the US since a gunman opened fire at Sandy Hook Elementary School in Connecticut in 2012.
