The reason this slider isn’t in the general tone control panel is because it’s actually designed for color grading, but it works well for adjusting the brightness of mids. Morganti makes a great point: the general tone control panel contains only sliders to target the edges of the histogram, not the center, and as such, if you have an image that is mainly composed of tones medium that you want to enhance a bit, you will need to use the curves tool, which will certainly work, but may not be as easy or effective.
