Sudan: Beginning final phase towards civilian rule a ‘major step’



Military and civilian leaders began meeting in the capital Khartoum on Sunday for four days of talks aimed at reaching an agreement on governance for a two-year period before the election.

“This step builds on the progress made with the conclusion of the Political Framework Agreement on December 5, 2022, and marks another important step towards realizing the aspirations of the Sudanese people for democracy, peace and sustainable development,” speak UN spokesman Stéphane Dujarric.

The framework agreement came after months of negotiations following the October 25, 2021 military coup, which derailed the transition to civilian rule.

Before the coup, military and civilian leaders shared power in a transitional government that was formed after longtime Sudanese President Omar al-Bashir was ousted in April 2019.

Widespread participation is very important

The United Nations, the African Union (AU) and the Intergovernmental Agency for Development (IGAD) form the Tripartite Mechanism that mediates between the parties.

The organization stressed its commitment to support the process and help secure a final political agreement in the coming weeks.

“To ensure a lasting solution, the Secretary-General stressed the importance of including Sudan’s widest range of stakeholders, including women, youth and civil society,” said Mr. Dujarric.

The head of the United Nations also urged the key stakeholders not to sign the December 5 Agreement to participate in the political process.

He further emphasized the importance of strong and coordinated international support for the political process within the framework of the Tripartite Mechanism.
