Minnesota has signed up to California’s stricter clean auto rules, but it may not follow the Golden State’s planned ban on gasoline cars.
Prominent Democrats who support the original decision to follow California’s stricter emissions standards do not support a ban on new plug-in cars, similar to what California aims to enact. by 2035, according to a report from the nonprofit media agency. MinnPost..

Governor Tom Walz’s administration has not ruled out a similar ban, but officials in charge of state regulators have indicated it won’t happen anytime soon, the report said.

Last year, Minnesota announced an initiative called Clean Cars Minnesota, in which the state pledged to adopt California’s stricter emissions regulations starting in the 2025 model year. But in August, California has drafted a plan first announced by Governor Gavin Newsom in the 2020 executive order — to phase out sales of new internal combustion cars (with the exception of certain plug-in hybrids) by 2035 .
The Upper Midwest state does not currently plan to follow California to date. A Democratic framework sets a goal of making 20 percent of traffic on Minnesota’s roads electric by 2030 and reducing transportation-related emissions by 80 percent by 2040.

That’s partly because, while EVs have cracked 15% of the market in California, Minnesota has different circumstances, including underdeveloped charging infrastructure. Minnesota is part of the region as well rely on dirtier sources for grid energy—Which means that currently electric vehicles do not improve much in terms of emissions compared to gasoline. Though that might help the spark change at a faster rate.
Some barriers to electric vehicle adoption in states like Minnesota could be lifted by 2035, partly due to technology, but also partly due to building chargers nationwide.
Nevada and Virginia plan to adopt California’s stricter emissions standards with Minnesota for the 2025 model year, followed by New Mexico for the 2026 model year.
Minnesota wasn’t the only one indifferent about the eventual ban. Virginia’s new Republican governor, Glenn Youngkin, called the situation “ridiculous” and vowed to reverse the situation despite a response from the state attorney general.

Much of the problem lies in the discrepancy between California’s 2035 mission and roadmap and what has just been called a federal regulatory target.
