That’s the harsh truth Last week’s report by the Intergovernmental Panel on Climate Change didn’t work as it should, or its author explicitly intended it. The problem is not the disconnect between the words in the report and the action people feel they can take. The problem is the disconnect between IPCC and their reputation.
