The basic idea of how to drag your shutter starts with using a slower shutter speed than usual for a moving subject. You then rotate the camera at the same speed and in the same direction as the subject while shooting. This should theoretically result in your subject being sharp with everything else being blurred due to camera movement. However, it takes a bit of practice to get it right.
