Here’s what we know about the suspect in the Waukesha parade tragedy

“We are confident that he acted alone,” Waukesha Police Chief Dan Thompson said at a news conference. “There is no evidence this is a terrorist incident.”

Brooks faces five counts of attempted murder and possibly more, Thompson said.

The head said he did not know the motive. Brooks had been involved in an indoor disturbance the previous Sunday and left the scene shortly before driving his SUV through the parade, Thompson said.

Brooks was released on $1,000 bail earlier this month, according to court records and the Milwaukee County District Attorney’s office, in a statement released Monday that bail was set “inappropriately low” .”

Brooks was released on bail on November 11 related to charges including domestic abuse. The charges stem from a November 2 incident in which Brooks allegedly drove a woman’s vehicle while she was passing a gas station parking lot, according to the criminal complaint.

Prosecutors brought five charges related to the case including: obstructing an officer; the second degree recklessly jeopardizes safety with domestic abuse ratings; disorderly conduct with family abuse assessments; and lightweight battery with domestic abuse ratings.

Brooks was also charged with jumping on bail, as he was released on bail following the July 24 incident, according to court documents.

In a statement, the Milwaukee DA’s office said it should not have offered Brooks such a low bail and has launched an internal review of the decision.

“The State’s bail offer in this case is inconsistent with the nature of the recent and pending charges against Mr. Brooks,” the office said in a statement. “The bail recommendation in this case is not consistent with the Milwaukee County District Attorney’s Office’s approach to matters involving violent crime, nor is it consistent with the defendant’s prior risk assessment when setting up the guarantee.”

CNN has reached out to Brooks’ attorney from the incident that occurred in 2020 and early November 2021 about the DA’s statement, but has not received a response.

With the 2020 incident, Brooks allegedly fired a shotgun during an argument, according to a complaint. During Brooks’ arrest, authorities say they found a stolen handgun and three “multicolored pills,” which later tested “presumptively positive” for methamphetamine.

Brooks was charged with two counts of second-degree reckless endangerment of safety with the use of a dangerous weapon and one count of possession of a firearm due to a felony.

The bail was originally set at $10,000 in that case but because Brooks requested an expedited jury trial, which could not be met, the bail was reduced. 500 dollars left. Brooks was released on bail in that case on February 21, according to the district attorney’s office.

Brooks also has an arrest warrant outstanding in Nevada in an unrelated case in which he was arrested and is said to have been released on bail. CNN has reached out to Brooks’ previous attorney but has had no response.

Authorities in Nevada issued a warrant effective August 15, 2016, to jump bail, according to Sara Johns, a spokeswoman for the Washoe County Sheriff’s Department. Johns said detectives later determined Brooks was in Wisconsin; “However, detectives have no viable intelligence on Brooks’ exact location.”
