“We will use them if necessary,” he said, “and I want people to know that.”
The subtle implication is that Russia has more Aces to play. Putin has threatened to use nuclear weapons.
But Mrs. Truss was not in the mood to give the Russians a quarter.
“This is a time for courage, not prudence,” she said.
Critics question whether this is shrewd diplomacy.

Some analysts believe that Putin needs a ladder to climb down, not extreme fallacies to justify continuing the war.
The tough comments from Western politicians they say will help his media statements outline the path that NATO will take to destroy Russia.
But that’s assuming he wants a way out. Losing is not an option for Mr. Putin.
It would weaken him politically and potentially fatally. So far, little has been said of a victory, unless he planted a flag in the ruins of Mariupol and called it a victory.
The alternative, however, is a long war of attrition. Military experts say that could take months, Ms. Truss said.
It will require general unification due to Russia’s loss of numbers to date. For that to happen, Mr. Putin would almost certainly have to declare war as opposed to the “special military operation” he says he fought.
That road is potentially dangerous with a large chance of death. This will be a huge gamble for the Russian President and Western politicians are trying their best to prevent him from doing so.
