Judy Taylor, the longtime director of government affairs for Keeneland who was among the most effective and well-known lobbyists in Kentucky, died Thursday, according to Keeneland officials and news reports. Her precise age, according to a family-penned obituary, “is more closely held than many national security secrets.”
Taylor represented Keeneland at the state capitol in Frankfort, Ky., for more than 30 years. Other clients included the National Black Congress, Apple Computer, and groups representing Kentucky’s physical therapists, cosmetologists, and court reporters. She was among the state’s first female lobbyists when she started as a volunteer for the Kentucky Association of Older Persons in 1976.
A statement from Keeneland read in part: “Judy will be fondly remembered for brightening the grounds with beautiful florals, spoiling the staff with her famous sweets, showcasing Keeneland to countless dignitaries, and even managing the production of major motion pictures. We will miss Judy’s fierce spirit, generous heart and unwavering passion for Keeneland.”

In a 2020 article on the Commonwealth’s top political power brokers, the Kentucky Fried Politics website said of Taylor: “She runs Frankfort, has for 30-plus years, still does today. If you’re not scared of Judy you’re either brand new or stupid.”
A Celebration of Life is scheduled for Tuesday at 12 p.m. ET in the House Chamber on the third floor of the Kentucky State Capitol.
