Nurses will begin voting next month on whether to go beyond the salary range which will be the first step of the Royal College of Nursing (RCN) in England and Wales.
The RCN is recommending hundreds of thousands of its members in favor of industrial action in an open vote on September 15.
The university went on strike for the first time in its history in Northern Ireland in 2019.
RCN also announced it has increased its industrial action strike fund to £50 million, up from £35 million, to provide financial support for lost income during the strikes.

The school has called for a raise for nursing staff by 5% above RPI inflation, currently 11.8%.
Last month, the government announced a salary bonus that RCN said cost an experienced nurse more than £1,000 in real-world conditions, describing it as a “national disgrace”.
“Nurses will stop at nothing to protect their patients,” said Pat Cullen, general secretary of the RCN.
“Staff shortages are putting patient safety at risk and the government’s failure to listen has left us with no choice but to lobby for strike action.
“A lifetime of service never means a lifetime of poverty. The refusal of ministers to recognize skills and responsibilities in the job is driving people out of the profession.
“The next prime minister must change course urgently.”

Carol Popplestone, chair of the RCN Council, said in a message to members: “After years of low pay and understaffing, the fight for fair pay must intensify.
“This year’s pay doesn’t help you with the rising cost of living. It won’t help hiring or retaining more nurses at your workplace and it won’t keep you safe.” for patients.”
An official pay notice is still awaited in Northern Ireland, while in Scotland the college has urged its members to reject an offer of 5% pay from the Scottish government.
