In May, Adolfo Carrión, the city’s housing commissioner, said staffing remains “one of the biggest challenges we face”.

Beverly Rivers, 66, has lived in a stable rent apartment in Brooklyn’s Flatbush neighborhood for 25 years, and her $1,009 rent has exceeded what she gets from payments disability, her only income.

Any rent increase would add more than $8,000 that she says she owes to her landlord, who sued her to evict last month.

Ms Rivers said she voted for Mr Adams, believing he would fight for the poor, but she was disappointed he did not support a freeze or rent refund.
