UN Secretary-General announces new vision for peace in ‘multipolar world’



António Guterres said: “The post-Cold War era is over and we are moving towards a new global order and a multipolar world.

He highlighted geopolitical tensions, serious human rights violations, distrust of public institutions, new conflicts, terrorism and the weaponization of emerging technologies.

He added that insecurity is being fueled by the growing threat of nuclear war and growing skepticism towards multilateralism.

Summary, called New Agenda for Peace “It outlines a broad and ambitious set of recommendations that recognize the interconnected nature of many of these challenges,” said Mr. Guterres.

The Compendium is framed around the core principles of trust, solidarity and universality that provide the foundation of the uncharted and of a stable world, the UN chief added.

Five priority areas

The New Agenda for Peace presents twelve groups of proposals for specific actions, in five priority areas.

The Secretary-General called for strong measures to prevent conflict at the global level and to address geopolitical divisions, prioritizing diplomacy and investing in regional security structures.

Second, he highlighted the “preventive model that addresses all forms of violence”, focusing on reconciliation and social cohesion; ensure respect for human rights and the meaningful participation of women in decision-making; and prioritize the link between sustainable development, climate action and peace.

“We must accelerate the implementation of the Agenda 2030recognize that prevention and sustainable development are interdependent and mutually reinforcing,” said Mr. Guterres.

Updating peacekeeping

A third area calls for updating peacekeeping operations to accommodate today’s conflicts, many of which have remained unresolved for decades, due to complex domestic, geopolitical and transnational factors.

“Peacekeeping operations cannot be successful without peace to preserve, nor can their goals be achieved without clear, prioritized and realistic missions from the Government. Security Councilfocus on political solutions,” Guterres said.

Preventing the weaponization of emerging sectors and technologies, and promoting responsible innovation, was highlighted as the fourth key area, noting the need for global governance to address threats posed by new technologies such as artificial intelligence (AI) and autonomous weapon systems.

The fifth priority area calls for urgent reform of the Security Council, the General Assembly, the UN disarmament apparatus and Peace Building Committee, to enhance collective security.

“The Security Council in particular should seek the Commission’s advice more systematically on the peace-building aspects of the mandate of peace operations,” Guterres said.

Education, Modernization

The Secretary-General also introduced another policy brief on Education Transformation and UN 2.0, which aims to improve the education system and modernize the UN to support the 2030 Agenda for Sustainable Development.

In summary, all Policy Briefs in this series are intended to assist Member States in discussions to prepare for Summit of the futurein 2024.

Mr. Guterres said the Summit will be an opportunity to address the serious risks and critical opportunities we face and fulfill unmet commitments.

He stressed it is important to “restore mutual trust and in multilateral action, through a Treaty for the future (Summit outcome document) updates global systems and frameworks to make them relevant to the challenges of today and tomorrow.”
