“They [those arrested] had been celebrating India’s defeat… each such act has the potential of setting into movement a ‘legislation and order state of affairs’, in order that needs to be prevented by all means,” Kanchan Gupta, senior adviser to the ministry of knowledge and broadcasting, instructed the BBC as he defended the arrests.
