A major wind and rain storm that began Friday is causing flooding and landslides in the Pacific Northwest near the Canadian border, leading to the closure of an interstate highway, evacuations and power outages. .

On Monday, Washington Governor Jay Inslee declared severe weather state of emergency for 14 counties in the western part of the state.

Rain and wind landslides as well as saturated soil from a previous storm resulted Interstate 5 . closed overnight. The West Coast’s main North-South Expressway, which has been blocked in both directions, partially reopened on Tuesday morning.

An “atmospheric river” brings extreme weather
