Speaking in his role as Intergovernmental Secretary at the Anglo-Irish Council summit in Cardiff, Mr Gove added: “Lord Frost has signaled that, of course, there is always the possibility that Article 16 could be claimed. invoked, we believe we would be able to make progress without it.”
