ARCI Conference on Focus Racing, Sports Regulation


With major structural changes to horse racing regulation and a growing need for common standards of integrity in other sports, the 2022 annual meeting of the National Association of Racing Commissioners (ARCI) will focus on the issues and details surrounding the implementation of the United States Safety and Integrity Act. The Council will also identify needs related to the extended responsibilities of many RCI Members with regard to sports betting regulation.

The conference will begin on Monday, April 11, 2022 in Lexington, Kentucky at the Lexington Griffin Gate Marriott. Those interested in attending can register at www.arci.com.

With animal welfare a priority, safety initiatives by regulators in California and the mid-Atlantic states that have shown significant progress will be highlighted in detail on the program. Safety Coming soon to the newly created Integrity and Safety Authority.

There will also be an open discussion of potential regulatory issues that may arise as a result of the delayed rollout of the anti-doping program and the HISA drug. Transparency in rulemaking will also be discussed, as will the applicability of federal law requiring open meetings and public accountability.

The conference kicked off Monday with remarks from Kentucky Equestrian Commission President Jonathan Rabinowitz, award-winning racing commentator and analyst Donna Brothers, and ARCI President Robert Lopez. The opening session will be followed by a briefing on the Horseracing Integrity and Safety Authority titled “What’s Next”.

The boards will focus on the successful outcomes of equine welfare policies that have been implemented by the California Jockey Board and regulatory agencies working with the industry in the Mid-Atlantic states. Details on how the new HISA track safety program will work will also be presented.

On Tuesday, Sports Journalist Tim Livingston, host of the groundbreaking Podcast “The Whistleblower” will discuss his investigation into human sport and allegations that the NBA, through the appointment of certain referees, may have manipulated the results of matches to favor the teams attracting larger television audiences to generate more revenue for the sport.

Prominent attorneys and experts will analyze potential legal issues with the implementation of the HISA program as well as summarize the pending issues in federal court that challenge the constitutionality of the process. Renowned industry leaders will discuss the future of horse racing and the opportunity for small and medium-sized racetracks to develop synergies with sports betting companies. ARCI develops model rules and standards for clean sport, primarily horse racing and related betting.
